A RESOLUTION
1 Recognizing the 20th anniversary of the Khojaly Massacre and honoring the life and memory
2 of its victims; and for other purposes.
3 WHEREAS, on the night of February 25-26, 1992, Armenian forces and Russia's 336th
4 motorized infantry division attacked the Azerbaijani town of Khojaly and brutally massacred
5 its fleeing residents; and
6 WHEREAS, 613 civilians were tortured in freezing temperatures, including 106 women, 63
7 children, and 70 elders, while hundreds more went missing; and
8 WHEREAS, 1,000 people received permanent health damage, 1,275 people were taken
9 hostage, eight families were fully destroyed, and over 150 children lost one or both of their
10 parents; and
11 WHEREAS, Armenia continues to formally deny any responsibility for the tragedy while
12 President Serzh Sargsyan depicted the massacre as an act of revenge to "break stereotypes";
13 and
14 WHEREAS, the 1992 Khojaly Massacre did not get adequate international recognition and
15 it is only appropriate that the victims be properly recognized and remembered.
16 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that
17 the members of this body join in honoring the lives and memories of the victims of the 1992
18 Khojaly Massacre as this year marks its 20th anniversary and express their deepest and most
19 sincere regret at their passing.
20 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized
21 and directed to transmit an appropriate copy of this resolution to the public and the press.
