  9. Yerevan Becoming a “Desert” Officials begin to worry about the systematic elimination of green areas in the Armenian capital. By Susanna Petrosian in Yerevan (CRS No. 243, 21-Jul-04) The construction of an outdoor cafй in a leafy spot in central Yerevan was halted last week, in a sign that city officials are beginning to take on the unchecked building spree that has altered the face of the Armenian capital. The move has been widely welcomed. “It is a precedent,” said Ruben Torosian, a prominent former member of parliament. “The fact that finally someone was stopped from building in the green zone is a positive sign.” Gohar Oganezova, vice-president of Armenia’s Botanical Association, told IWPR that “this case can be seen as the first small result of our fight over many years against construction taking place on Yerevan’s green spaces,” Before the city authorities had time to issue their ruling, it took workers less than a day to chop down several old trees as they began clearing space for the cafй. Samvel Danielian, who is head of the architectural and town planning department at the mayor’s office, promised that the area would be restored to its former state. But it is much too late to save large parts of the capital, which have lost their green spaces forever to a cafй boom of doubtful legality. Brash-looking cafes now sprawl across the entire city, depriving local people of parks and open spaces they used for decades. “When they cut down all those trees, the cafй-owners hardly gave a thought about the future of our children,” said pensioner Arsen Darbinian. “All the parks in Yerevan have been built over with cafes, and there’s nowhere for children to play or for us to relax,” said housewife Lilit Akopian. Since 1990, the city has lost 40 per cent of its green areas due to new construction, according to research carried out by three organisations, the Yerevan Public Ecological Centre, the Centre for Regional Development and Transparency International. Thirty-eight environmental groups have banded together to protest about the loss of green space. “If illegal construction of various buildings does not stop, Yerevan will soon become a desert,” warned Armen Dovlatian, leader of the Armenia’s Socio-Ecological Party, one of the protesting organisations. Srbui Harutiunian, another prominent environmentalist, said land was being degraded, landslips were increasing and Yerevan citizens were suffering from new allergic illnesses as a result of the changes. But Marzpet Kamalian, deputy head of the state expert commission at the environment ministry, rejected the charges, saying that the city was not at risk at all. “The problem of desertification cannot affect Yerevan,” he told IWPR, asserting that only a rural landscape can turn into a desert. At the centre of the debate are Yerevan’s Ring Boulevard and the Opera Garden. Twelve cafes have already been built around the famous Yerevan opera house and three more are under construction. More than 100 cafes have been built on the Ring Boulevard, some of them made of stone, although that is explicitly forbidden by city laws. Grachia Muradian, who heads the city department for control over town planning and land use, told IWPR that everything was under control and that the mayor’s office had stopped the construction of ten cafes in green spaces this year. Muradian said planning regulations had always been violated in Yerevan but his office was closely monitoring the situation. Samvel Danielian, from the same office, told IWPR that the cafй-owners were used to getting round regulations by acquiring very small plots of land and then building outwards, but new city regulations were making it harder and harder to break the law. Environmentalists are not impressed and say the city authorities have been turning a blind eye to blatant infringements of the law. Detailed reports by the Association of Investigative Journalists in Yerevan have recorded that the mayor’s office has been closely involved in giving the green light to building projects. “The mechanism which the mayor’s office uses is the following: first a plot of land of 20 cubic metres, which does not need to be sold at auction, is allocated and then this plot is enlarged with the help of subsequent directives and decisions,” said Edik Bagdasarian, who heads the investigative association. “We can’t say that the law has been broken,” Grigor Melkumian, chief advisor to the mayor, said in response to this allegation. “All decisions by the mayor’s office have received state registration. If the decisions were illegal, they wouldn’t have got state registration.” But a former mayor, Robert Nazarian, has admitted that, “ninety nine per cent of buildings in the opera park are illegal and we did not approve those projects”. Narek Sarkisian, until recently chief architect for the city, also conceded that pressure was put on him to approve construction projects. “I tried to do everything that was within my power, but very high-up are involved and they believe they are above the law,” said Sarkisian. If officials at this level are not ultimately responsible, who is? Edik Bagdasarian points the figure of blame higher up, saying that his organisation has established that in the Ring Boulevard, the owners of cafes include four ministers, two generals, a deputy director of the national security service and three heads of department in the mayor’s office. The men involved have either denied their involvement or refused to comment. Yervand Zakharian, who has been mayor of Yerevan for just a year, has pledged to crack down on the illegal cafes. Many people are very supportive, but others are waiting to see what happens. “We’ve been so much deceived that we have to follow very closely what happens in the green zones,” said Oganezova. Despite a World Bank program aimed at stopping the logging, it appears to be continuing and no one in government is prepared to take responsibility for a potential environmental disaster. "Only a tiny part of the forests was cut down by ordinary city residents," said Nataliya Agababian, a native of Vanadzor who witnessed the entire process. "The vast majority of trees were felled by the local authorities." Agababian says that the felling of forest in Vanadzor has become a major industry. "Look what is happening - the entire city has turned into a timber factory, manufacturing window frames, doors and parquet floors," she said. "Can't the authorities see this? And if they do see it, how can they allow it?" The forests are supposed to be protected by law. And a World Bank program, The Natural Resources Management and Poverty Reduction Project, approved last year, aims to "to promote adoption of sustainable natural resource management practices and alleviation of rural poverty" in the regions around Vanadzor. Several businesses, such as the Mach-Group or the Yerevan Furniture Factory, are also engaged, full time and entirely legally, in manufacturing and selling furniture and other products from the timber industry. Three years ago, 60 employees of the state forest service Haiantar (Armenian Forest) were accused of illegally cutting down 500,000 square meters (one-fifth of a square mile) of pine forest. However, several employees were subsequently acquitted, and the rest paid a fine and all charges were dropped. The control inspectorate of the presidential administration is looking into Haiantar's activities, jointly with the police, but has so far not made any report on its findings. Akop Sanasarian, the chairman of the Union of Greens of Armenia, says that local people play a key role in the illegal logging business, "All the residents of regions where there is wood heat their homes with logs in winter." They buy the so-called timber "off-cuts" after the "sanitary logging." Or they "comb" the forests of their own accord looking for trees to fell. And then they sell on the timber or use it to heat their homes. Sanasarian blames Armenia's environment ministry, which has overall responsibility for the forests, for allowing these practices to continue. Artsrun Pepanian, the ministry's press secretary, rebutted the charge and declined to comment on allegations of corruption, saying only, "The people who are accusing us should try themselves to work as forestry officers and receive a salary of 20 to 30 dollars." He said that they have begun entrusting the protection of the forests to several local authorities. Because of the logging, the ecological situation around Vanadzor is getting worse and there is now an increasing risk of landslides. "When it rains, torrents of dirty water come down from the mountains," said Vanadzor resident Grigor Avetisian. "The water floods our home, and more dirt comes with it than we have ever seen before." Senik Bekchian, the main specialist of the agriculture and ecology department of the regional authority where Vanadzor is located, said that they had no way of preventing landslides and had only been able to study the problem. Ruben Petrosian, from the environmental group Green Armenia, said it had developed a program to restore the country's forests, costing US$1,500,000, but there are no funds to implement it. Until recently, the woodlands of Lori, Vanadzor and Tavush provinces made up two-thirds of the forests of Armenia. However, a recent report from the Centre of Ecological Research at the American University in Erevan, warns that if felling continues at this rate, in 20 years there will be no woodlands left in Armenia. "A forest is not just trees," warned Professor Nora Gabirelian, head of the department of classification and geography of higher plant life at the Institute of Biology at the National Academy of Sciences. "It is a living organism, and each cell is linked with the others. And if trees are chopped down without any system, then the consequences will affect everything: springs dry up, the biology is impoverished, and the climate changes." World Bank experts have calculated that in the last 10 to 12 years, forested areas that once took up 11.2 per cent of Armenia have shrunk by a tenth. However, Artsrun Pepanian of the environment ministry disputed these figures, saying that it was impossible to make an accurate assessment of this kind. Pepanian said the situation is bad, but much better than 10 years ago, when Armenia suffered a severe energy blockade during the Nagorny Karabakh conflict. "Up to 500,000 cubic metres of timber is cut down every year - half of what the figure was 10 years ago," he said. "But at that time, the authorities closed their eyes to this, as people were living very badly." Local people are less optimistic. "I can understand that trees were chopped down 10 years ago so children could keep warm," said Vazgen Karakhanian, an unemployed man from Vanadzor. "But now? They take axes and destroy the forest. They don't spare anything." Karakhanian says that felling of trees in Vanadzor reaches its peak in the winter months and a new season is beginning "All the neighboring forests have been chopped down, and now they drive trucks higher into the mountains. С помощью медиа-походов программа дает возможность журналистам ближе познакомиться с наиболее острыми проблемами охраны природы и, вероятно, должна способствовать тому, чтоб осведомленная общественность приняла более активную позицию в их решении. Армянские журналисты с двухдневным визитом побывали в Севанском бассейне. Национальный парк «Севан» вобрал в себя территорию в 150.1 тыс. га, из которых 125 тыс. занимает водная поверхность, а 25 тыс. - суша. Изящный памятник природы, расположенный прямо на берегу, характеризуется необычным природным разнообразием, редкими, исчезающими видами растений и животных. Уставший от городского шума человек чувствует здесь живой трепет природы рядом с многоцветными растениями, с необыкновенно очерченными камнями, каждую минуту меняющим свои оттенки озером. Здесь около 1000 интереснейших растений, в числе которых 4 вида можжевельника, астрагал, рябина. Кроме научных исследований, любые другие действия в заповедной зоне запрещены. Цель - сохранение эталонных видов растительного и животного мира. Однако, как озеро Севан, так и находящиеся в его бассейне и подлежащие особой охране Севанский остров и Остров чаек, полуостров Цовинар, заповедная зона Артаниш - беспощадно раздираются со стороны человека. Окружающее население все свои потребности удовлетворяет из заповедной зоны. Хотя и запрещено осуществление санитарной рубки, население окрестностей в качестве топлива употребляет даже можжевельник, прославленный не только своей красотой, но и известностью в области медицины. Ловля раков и сига здесь запрещена. Тогда как на протяжении всего заповедника тянется длинная вереница из пластмассовых бутылок: рыбаки отметили места сетей ловли раков и сига. Последнее законодательное изменение о передаче земельных территорий под опеку общин только способствовало еще большему развертыванию хищной деятельности человека. На 10 га территории Артаниша строятся прибережные строения. Депутат НС, известный бизнесмен Арутюн Памбукян имеет здесь 40 га земельных территорий. Директор Ботанического сада Самвел Чарчоглян отмечает, что в ближайшее время предполагается новая инвентаризация особо охраняемых территорий и осуществление опоясывания. Возможно, новое опоясывание позволит отдельные участки Артанишского заповедника спасти от разрушительного вмешательства человека. Никто не может сказать: сколько раков и сига есть сегодня в Севане? С 2000 года не проводилось никаких изучений запасов. Директор Национального парка «Севан» Гагик Мартиросян уверяет, что хотя бы запасы раков настолько велики, что на прибережных Мартуни отрезках волны порой выбрасывают на берег маленькие косяки раков. Есть места, где раков так много, что из одного и того же места можно повторно выловить большое количество раков. Рыбным бизнесом, в основном, занимаются предприятия «Бакс» и «Льдина». В этом году «Бакс» подписал с Национальным парком договор на ловлю в 300 тонн. Прибережные Севану села на протяжении многих лет живут и питаются за счет ловли раков и сига. Рыбные запасы являются основным средством существования населения. Только создание новых рабочих мест может отвлечь внимание браконьеров от озера. Бассейн озера Севан нуждается в срочном содействии по налаживанию здесь летнего и зимнего туризма. В прибережных лесах километрами тянутся кустарники облепихи. Необходимо думать о налаживании нового производства. По свидетельству директора парка, браконьерство за последние годы намного сократилось. В это время года в озере очень много мальков, которые, не успев вырасти, становятся добычей браконьеров. Директор Национального парка заявил, что он собирается сделать предложение министерству по охране природы о запрещении ловли рыбы с 1-го июля до сентября месяца. Другого выхода по спасению мальков нет. Катастрофически уменьшились запасы рыбы кохак. Из 4-х исчезли 2 вида ишхана: зимний бахтак и боджак. Почти исчез летний бахтак. 80% промысловых запасов составляет сиг. Катастрофически уменьшились возрастные показатели и размеры этой рыбы. Спустя 4 года, выделено 4 млн.драмов на изучение рыбных запасов озера. Научные исследования уже начались, в месяц организовываются 2-3 научные экспедиции, и, возможно, к январю уже будет какое-то представление о рыбных запасах. Однако, гидрологи не уверены, что после исследований они смогут дать четкие показатели. Огромный перерыв, исчисляемый годами, исключает возможность сопоставления данных о рыбных запасах и выявления тенденции их роста или падения. По публикации Карине Даниелян
