ВОПРОС:

Dear Mr. Giansetto (пресс-секреатрь ЮНЕСКО),

UNESCO Director-General Irina Bokova is concerned over the destruction of cultural and historical heritage of Azerbaijan in the Nagorno-Karabakh Republic (NKR). Irina Bokova said that UNESCO would send a mission to the NKR to investigate the condition of museums and historical and cultural heritage.

1. Is such a mission possible?

2. Why didn’t the UNESCO Director-General raise the issue of destruction of Armenian cultural and historical heritage in Azerbaijan, especially the demolition of the Armenian cemetery and khachkars in Old Djugha (Nakhijevan)?

Director-General of UNESCO Irina Bokova visited the Alley of Shahids.

1. Is Ms. Bokova informed that the organizers and participants in the Armenian pogroms in Baku in January 1990 were buried there?

Dear Ms. Sargsyan,

After the Government of Azerbaijan informed UNESCO of its concern over the protection of cultural property in Nagorno-Karabakh, and after it requested the dispatch of a fact-finding mission, the Secretariat of the organization has not been in a position to send such a mission to assess the state of cultural property in the area, due mainly to the security situation: in fact, as others specialized agencies of the United Nations and other agencies, it has not been able to enter these disputed territories.

However, as I confirmed you when we first talked together UNESCO remains ready to dispatch an expert mission once an agreement on the terms of reference for such a mission is reached by Armenia and Azerbaijan and security clearance given. UNESCO’s position has been transmitted to the State Parties concerned.

Regarding your two other questions (alleged destructions in Nakhichevan and Ms. Bokova visit at Shahids monument in Baku), I cannot make any comment at this point but your request has been duly transmitted to the team travelling with Ms. Bokova - I’ll let you know as soon as I get a response, which could be no sooner than Monday unfortunately, considering it is already late.
