Turkish-Israeli dispute unveils structural problems in vision

The worsening in Turkish-Israeli ties is not the stuff of some daily crisis but a structural problem that derives from very different visions, analysts say.

Relations between Tel Aviv and Ankara came to a breaking point after the Israeli navy intercepted the Freedom Flotilla on May 31 in international waters and killed eight Turkish citizens on board, but experts argue that relations had given signals of “conflicting interests” long before.

Professor Mustafa Kibaroğlu from Bilkent University told Sunday’s Zaman that the relations started to decline as early as 2003 and that this had nothing to do with the ruling Justice and Development Party (AK Party) coming to power.

He recalled an article he wrote five years ago in which he argues that Turkey and Israel enjoyed an almost perfect relationship throughout the 1990s. However, the US war in Iraq revealed that the two longstanding allies did indeed have contradictory objectives and concerns with respect to the future restructuring of Iraq.

“While Turkey fears the emergence of an independent Kurdish state in northern Iraq, this appears favorable for Israel from a security standpoint, considering the threats posed by countries such as Iran, Pakistan and beyond. It appears that the ‘amazing alliance’ is heading toward a crossroads. Such an eventuality may change the nature of the relationship from a ‘win-win’ to a ‘lose-lose’ outlook unless proper steps are taken soon with a view toward rebuilding confidence on both sides,” he wrote in his article.

Speaking to Sunday’s Zaman, Kibaroğlu underlined that these confidence-building measures were not taken, but with two totally different visions, it was not possible to take them, anyway. And so their relations are now in a coma.

Taha Özhan, from the Foundation for Political, Economic, and Social Research (SETA), underlines that if the relations were good during the 1990s, this was simply because of the de facto situation created in Turkey after the Feb. 28, 1997 postmodern coup.

“If you ignore those years, you will notice that the relations were not very good,” he told Sunday’s Zaman.

Özhan stressed that Turkey, starting from 2003, did not defend the occupation of Iraq but worked very hard to make Iraq stable. It improved its ties with Syria and Iran and tried to improve regional stability. “However, Israel acted as if it were engaged in a short-term project instead of proceeding as a state, which looks at the long-term outlook. When Turkey tried improving stability in the Middle East, Israel started two wars -- one with Lebanon and the other with Gaza,” he said.

Sedat Laçiner from the International Strategic Research Organization (USAK) recalled that at the beginning Turkey also tried to get Israel involved in its new Middle East vision, one based on stability. “Turkey tired to mediate between Israel and Syria. It organized secret meetings between Pakistan and Israel. But Tel Aviv was unable to act as a partner. One of the unfortunate facts that make the situation worse is the existing Israeli government. Under this government Israel is not acting with wisdom but with stupidity. There was no need to lower the chair [of the Turkish ambassador to Israel] or for the Mavi Marmara crisis,” he told Sunday’s Zaman.

In January of this year relations faced yet another crisis when Israeli Deputy Foreign Minister Danny Ayalon in a meeting with the Turkish ambassador made him sit on a chair lower than his. Ayalon reportedly told reporters this was done deliberately. Turkey insisted on a written apology and eventually got it.

Özhan stressed that countries such as Lebanon, which Israel tried to destroy, chose to take part in Turkey’s efforts at stability. Laçiner added that even Iran, which is not willing to be a partner in this stability pact, refrained from acting against Turkey’s efforts, unlike Israel.

“Both Israel and Iran belong to the old Middle East, while Turkey is after a new Middle East. Both are rivals, but Iran is able to act diplomatically and refrains from confrontation, unlike Israel, which is unable to deal with the change desired by Turkey,” Laçiner said. According to him, because Israel is acting like a spoiled child and is unable to adjust itself to the new Middle East, relations between Turkey and Israel are turning into a blood feud.

According to Özhan, so long as Israel acts like it was a project rather than a state, it will be too optimistic to hope that bilateral ties between Israel and Turkey can improve. “Israel should give up policies that make it look like a project imported from outside of the region and act as if it were organically connected to the region,” he said.

Kibaroğlu underlined that Turkish-Israeli relations are in a comatose state and asked whether it would be possible to resuscitate them. “The answer is no, not anytime soon. Maybe not even later, unless extraordinary developments take place that reverse the current course of events,” he said in answer to his own question.

According to him, neither side seems to be willing to back down, even an inch, from its current position. Moreover, these positions are getting ever more deeply entrenched due to the incessant crossfire of words from the highest posts in the administrations of both countries. “The worst thing that can happen between the two countries is a state of war. The second worst would be the non-recognition or cutting off of diplomatic relations. Turkey and Israel, it could be said, are currently in the next category down. This means, if good sense does not prevail, a further escalation and moving to the second-worst level are not out of the question. How far can this go? Hopefully not to the point of no return from a hot confrontation,” Kibaroğlu said.

Major Israeli supermarket chains boycott Turkish goods

'For reasons of ideology and conscience, it would be unacceptable for us to do nothing when the Turkish people behave this way.'

By Adi Dovrat-Meseritz

A number of local supermarket chains are taking a political stand: They have decided to boycott products manufactured in Turkey.

The chains announced that they will stop working with Turkish suppliers. Among the firms involved is Blue Square, which operates the Mega, Mega in the City and Mega Bul stores, and imports flour and pasta from Turkey, through its own private label. The relationship with Turkish companies began to be problematic about a month ago, but recently was broken off, the company said.

"The Mega chain is heeding the voice of the public and has decided to stop importing pasta and flour products under its own label, which are produced in Turkey, and will seek alternative sources for its products," Blue Square announced yesterday.

Rami Levy, owner of the eponymous chain of supermarkets, also decided to cut off ties: "For reasons of ideology and conscience, it would be unacceptable for us to do nothing when the Turkish people behave this way. This is the minimum that we can do."

Levy says that under a private label he imports pasta, paper plates and ketchup from Turkey, but, "We can easily import disposable dishes from China, pasta from Italy - and we will find somewhere from which to import ketchup, too."

Rami Levy and Blue Square said that while they will remove goods from Turkey bearing their own labels, they will continue selling other products made in Turkey until they run out.

Rafi Sheffer, CEO of Brand For You, which markets the private labels of smaller chains, said he has not decided whether he will cut off ties with Turkish producers, and was critical of statements by Levy.

"Rami Levy has many products on his shelves that are made in Turkey, under different brands. If he really is boycotting Turkish items, he should not only remove products from Turkey under the private label," said Sheffer, whose company and Levy's are currently involved in a business dispute.

The Super Sol supermarket chain, the largest in the country, said yesterday that it is evaluating its relationship with Turkish firms.

Israel's Barak calls off Paris visit amid threats

JERUSALEM (AP) — Israel's defense minister is canceling a planned visit to Paris amid threats by pro-Palestinian groups to have him arrested there.

Ehud Barak was to dedicate a new Israeli booth at the Eurosatory arms fair in Paris, which opens this week. But his office announced Sunday that he would stay home while Israel forms a committee to investigate its deadly raid on a Gaza-bound flotilla.

Pro-Palestinian activists had threatened to try to have charges brought against him for his role in the raid, which killed nine Turkish activists at sea.

Activists have previously tried to arrest Barak and other Israeli officials in Europe under the principle of universal jurisdiction.

That principle allows the prosecution of suspected war criminals in countries that have no direct connection with the events.

Iranian ships ready to sail to Gaza

Two ships to leave this week; 100,000 volunteered to travel to Strip.

The Iranian Red Crescent has equipped and loaded two ships with aid, and is waiting for permission from the Iranian Foreign Ministry to set sail for Gaza, AFP reported on Sunday. A third ship is planned for next week.

An Iranian Red Crescent official, Mojtaba Majd, was quoted as saying that over 100,000 Iranians have volunteered to sail on the ships. He said that the problems involved may prevent Iran from sending volunteers, however "the important issue is that the people of Gaza know that more than 100,000 Iranians are ready to come to their help."

One of the ships, which is carrying food and medicine is expected to leave this week. The Red Crescent has promised to send two ships by Friday and a third next week.

A plane is also planned to fly to Egypt carrying 30 tons of medical aid.

The Iranian decision to send ships to Gaza, follows the international outrage over the Israeli commando raid on the Turkish ship, the Mavi Marmara, which was part of a flotilla seeking to break the Israeli blockade of Gaza.

An Iranian Red Crescent ship was sent to Gaza during 'Operation Cast Lead' but was turned back by Israeli warships.

Ally Turkey comes under increasing criticism from some lawmakers

By Kevin Bogardus

06/13/10

A U.S. military ally has come under increasingly withering criticism from Capitol Hill due to its role in the flare-up over the Gaza aid flotilla.

Turkey was where the flotilla left from and a charitable organization based there helped organize the relief aid trip to Gaza. Israeli Deputy Foreign Minister Danny Ayalon said Sunday on CNN's "Fareed Zakaria GPS" that there were about 75 "mercenaries" on the one ship that resisted efforts to be taken to shore, adding that "they were associated with al-Qaeda and other terror organizations."

Lawmakers have vigorously defended Israel after that one ship out of the six in the flotilla was raided by Israeli commandos last week, resulting in the death of nine activists and several injured soldiers.

In turn, Turkey, often lauded for its Western-style democracy and strong military ties to the United States, has come under attack from members of Congress. Many have suggested that the country is not the strong U.S. ally that they expected, even implying that it may be America’s enemy now.

It is a marked shift from months ago when several lawmakers came to the defense of Turkey when they were lobbying against a non-binding congressional resolution that would recognize the Ottoman Empire’s World War I-era killing of 1.5 million Armenians as genocide. The flotilla incident, along with Turkey’s vote last week against a new round of United Nations sanctions against Iran, have many in Congress moving against Turkey.

Rep. Anthony Weiner (D-N.Y.) did not mince words when he discussed the flotilla’s supporters on the House floor Wednesday.

“It had an enormous amount of support by some of the worst enemies of peace in that region, and some of the worst enemies, quite literally, not only of Israel, but of the United States as well. And I mean Turkey, Iran, Hamas. These are not entities that were looking for some peaceful resolution here,” Weiner said.

In a statement last week, Rep. John Sarbanes (D-Md.) suggested Turkey must share some of the blame for the skirmish between the Israeli commandos and the activists.

“Some have expressed the view that Israel alone should account for this incident. That perspective neglects the role that Turkey played in staging the flotilla and Turkey’s readiness to condone this kind of brinksmanship,” Sarbanes said.

The criticism of Turkey has been bipartisan, too, and from self-proclaimed Turkish supporters in the past.

“The complicity of Turkey in launching a flotilla to challenge the blockade in Gaza, the ensuing violence that occurred, the grievous loss of life is deeply troubling to those of us who have supported the U.S.-Turkish alliance in the past,” Rep. Mike Pence (R-Ind.) said on the House floor Wednesday. “Turkey needs to decide whether its present course is in its long-term interests, but America will stand with Israel.”

U.S.-based Jewish lobby groups, traditionally supportive of Turkey during its congressional battles over the Armenian genocide resolution, have begun to distance themselves. For example, the Anti-Defamation League has called for the State Department to designate the Humanitarian Relief Fund — a Turkish-based charity group that helped organize the flotilla — as a terrorist group.

Turkey’s government has reacted harshly to Israel’s Gaza flotilla raid. They have recalled their ambassador from Tel Aviv and Abdullah Gul, Turkey’s president, has said relations with Israel would “never be the same.”

But Turkey has defended their relations with the West, saying they are not at risk due to their criticism of Israel.

“Those who say that Turkey has broken away from the West are the intermediaries of an ill-intentioned propaganda,” Turkish Prime Minister Recep Tayyip Erdogan said Thursday, according to Agence France-Presse.

Turkey’s American defenders have taken on a more measured tone than the prime minister and other Turkish government officials. A spokeswoman for Rep. Ed Whitfield (R-Ky.), a co-chairman of the Congressional Caucus on U.S.-Turkey Relations, said there should be “no question” that Israel has a right to defend itself.

“That said, it should come as no surprise that the Turkish government would have a strong reaction to an incident where nine of its citizens were killed, one of whom, a teenager shot four times in the head and chest, also held American citizenship. It is important to note that the Turkish organizations who organized the flotilla did so without any official support from the Turkish government,” said Kristin Walker, Whitfield’s spokeswoman. She added the United States should encourage the two U.S. allies “to resolve this dispute with an open and honest dialogue.”

Walker also said Whitfield believes that “it is time to revisit certain aspects of the blockade” to better secure Israel and provide aid to Palestinians. She noted that several businesses in Gaza have closed down and ordinary citizens there have suffered.

The Turkish Coalition of America also is taking a calmer tone than the Turkish government, saying the bond between Israel and Turkey “runs deep.”

“Turkey is a democratic country, and its people are freely expressing a number of different views about the flotilla aid tragedy. The friendship between Turkish and Jewish people runs deep and we are hopeful that cooler heads will prevail. It is clear that Turkey and its institutions share our values and want them to be uniformly applied in the whole region,” G. Lincoln McCurdy, president of the Turkish Coalition of America, said in a statement.

Hoax: Video Showing Heavy Weapons Discovered on Mavi Marmara is a Fraud

A video has been racing around the Internet — purportedly showing heavy weapons discovered behind bags of flour on the Mavi Marmara. The find would serve to justify the lethal raid on the flotilla to Gaza and some posters have asked why no uproar? The answer is because the video is a fraud — it shows a boat that was actually searched in 2009.

The video is often accompanied by the same text, which was posted by a commenter on this blog:

This video shows that during the unloading of the Marmara boat in the port of Ashdod, behind the bags of flour were boxes of heavy weapons and ammunition: mortars, artillery shells, bazookas, without counting a trunk where more than one million euros was found intended for Hamas. This video should be widely distributed as evidence of why the IDF Naval commandos were dispatched to intercept the six vessels including the M/S Mavi Marmara. One wonders what is aboard the Irish vessel, the M/S. Rachel Corrie, that Israel will intercept sometime today when it approaches the Naval blockade line off the coast of Gaza. Clearly the Turkish AKP Islamist government is complicit in permitting this military cargo to be loaded on the ‘peaceful’ Free Gaza Flotilla. Please distribute this video widely. If you had any doubt about what was on the flotilla, here is the video. The French explains that the arms on display were hidden behind sacks of grain.

There appears to be a conscious misinformation campaign afoot. The people who originally posted this video obviously knew it was false but wanted to mislead viewers. They succeeded.
