Израильская строительная компания Ashtrom International признана победителем международного тендера на реабилитацию автомобильных дорог в регионе Самцхе-Джавахк. Как сообщили в фонде Millennium Challenge Georgia (MCG), выступающем организатором конкурса, руководство MCG и Ashtrom 20 марта подписали соглашение, в рамках которого на осуществление проекта израильской компании будет выделено $65 млн.

В частности, речь идет о реабилитации дорог, которые связывают регион Самцхе-Джавахк с центром Грузии - Парцхиси-Гохнар (протяженность 37,1 км), Гохнар-Нардеван (34,6 км) и Нардеван-Сатха (47,8 км). «Работы по реабилитации дорог начнутся весной этого года и завершатся к концу 2011 года», - отметил представитель MCG. По его словам, в конкурсе участвовали еще шесть компаний, в том числе две китайские, турецкая, германская, российская и грузинская.

Всего на конкурс выставлено 6 лотов, по трем из них выиграла компания Ashtrom, по остальным тендер продолжается, в том числе на реабилитацию дороги Телети-Парцхис (27 км), Сатха-Ниноцминда и Ахалкалак - граница с Арменией (50,3 км), Ахалкалак - граница с Турцией и объезд Ахалкалака (38,5 км).

Общая протяженность дорог, подлежащих реабилитации в Самцхе-Джавахке в рамках проекта MCG, составляет 235,3 км. США в рамках правительственной программы Millennium Challenge Account выделили Грузии финансовую помощь в размере $295,3 млн., в том числе на реабилитацию дорог в Самцхе-Джавахке предусматривалось направить $102,2 млн. Как отметил представитель MCG, оставшихся $37,2 млн. (после выделения израильской компании $65 млн.) недостаточно, чтобы профинансировать весь проект, в связи с чем переговоры с правительством Грузии продолжатся.

The Samtskhe-Javakheti Road Rehabilitation Project aims to improve transportation for trade and entrepreneurial activity in the region. The total cost of the project is USD 102.2 million. The project consists of two components: (1) the rahabilitation of about 245 kilometers of main road, and (2) Technical Assistance (TA) to the Road Department of Georgia for the development of a road master plan, maintenantce, planing and contracting.

According to the Compact rehabilitation of the below-listed sections of the road rehabilitation component has been identified at the initial stage of the project:

Teleti-Koda-Manglisi (about 48 km)

Manglis-Tsalka-Ninotsminda (about 105 km)

Akhalkalaki-Ninotsminda-Armenian border (about 43 km)

Akhalkalaki-Kartsakhi (about 33 km)

Khertvisi-Vardzia (about 16 km)

Along with rehabilitation of the sections mentioned above, construction of the following new sections have been defined during development of design documents: the Koda bypass (6 km), Akhalkalaki bypass (2,3 km) and a road from Kartsakhi to the Turkish border (5,5 km).

The roads from Tbilisi and Eastern and Southern Georgia to Turkey and from Ninotsminda to Armenia will significantly improve after the Samtskhe-Javakheti Road rehabilitation resulting in:

an increase of international and domestic trade, provision of conditions for the development of business and the attraction of private investments, including the creation of new job places;

more opportunities for the population of the Samtkhe-Javakheti region (about 250 000 residents) to develop tourism and other related activities;

easier connecting links between the once isolated region of Samtkhe-Javakheti and the rest of Georgia. Social, political and economic integration of the region and better satisfaction of the local population’s demand for education and health care.

Bidding for works with three contracts covering the above mentioned sections (except Kertvisi-Vardzia road) was announced in April 2007. Bids submitted by pre-qualified construction companies were opened in June 2007. Prices presented by the bidders significantly exceeded project budget, therefore MCG annulled the bidding. On October 24 of 2007 MCG published new bidding documents for Samstkhe-Javakheti road rehabilitation works covering cover six lots:

1. Lot no.4.01: Teleti-Partskhisi (inc. Koda bypass)(27 km)

2. Lot no. 4.02: Partskhisi - Gokhnari (37.1 km)

3. Lot no. 4.03: Gokhnari - Nardevani (34.6 km)

4. Lot no. 4.04: Nardevani - Satkhe (47.8 km)

5. Lot no. 4.05: (i) Satkhe - Ninotsminda (6.9 km)

(ii) Akhalkalaki - Armenian Border (43.4 km)

6. Lot no. 4.06: (i) Akhalkalaki-Turkish Border (36.1km)

(ii) Akhalkalaki bypass) (2.3 km)

The bid submission date for construction companies was 25th of December, 2007, which was extended till 19th of January, 2008. (see notification on extension of bid submission date).

Bids submitted by construction companies were opened on January 10 of 2007 (see the minutes of bid opening and results). At present the bids are reviewed by the evaluation panel and the winner will be announced.

1. What does the Samtskhe-Javakheti Road Rehabilitation Project represent and what are its goals?

The goal of the Samtskhe-Javakheti Road Rehabilitation Project is rehabilitation of road-transport network in the region that will facilitate development of the region's trade-entrepreneur business.

The Samtskhe-Javakheti Road Rehabilitation Project envisages rehabilitation/construction of the existing road with the length of 245 km. At the initial preparation stage of the rehabilitation component the project intends to rehabilitate the following sections of the road:

1. Teleti-Koda-Manglisi (about 48 km)

2. Manglisi-Tsalka-Ninotsminda (about 105 km)

3. Akhalkalaki-Ninotsminda-the border with Armenia (about 43 km)

4. Akhalkalaki-Kartsakhi (about 33 km)

5. Khertvisi-Vardzia (about 16 km)

At the stage of Project documentation development, together with rehabilitation of the above mentioned road sections, the following new sections will be constructed: Koda bypass road (6 km), Akhalkalaki bypass road (2.3 km) and the road from Kartsakhi to the Turkish border (5.5 km).

2. What is the Project's budget?

The budget of the Samtskhe-Javakheti Road Rehabilitation Project is USD 102.2 mln.

3. What is the project's basic benefit?

In the result of Samtskhe-Javakheti road rehabilitation the existing roads from Tbilisi and Eastern and Southern Georgia to Turkey and from NInotsminda to Armenia will be significantly improved (the distance from Tbilisi to Akhalkalaki will be shortened by 110 km, and the traveling time - by 3,5 hrs). In the result:

• international and internal trade will be enhanced, the conditions for business development and private investments attraction will be created thus facilitating development of new jobs;

• The Samtskhe-Javakheti region population (about 250 000 people) will have more opportunity for development of tourism and other related business;

• Samtskhe-Javakheti, isolated in the past, will easily contact with the rest of Georgia and this will facilitate social, political and economical integration of the region and, correspondingly, improve educational and healthcare services for the local population.

4. When will the road rehabilitation/construction works commence and how long will they last?

On June 7, 2007, the tender proposals were opened. They were submitted by the construction companies revealed in the result of pre-qualification selection. The priced submitted by the companies-participants of the tender exceeded the Project budget. Thus, on the basis of the tender proposals analysis in the framework of the Millennium Program of Georgia there were made decision on the tender termination. The work on identification of an optimal scheme for construction works procurement is in progress.

On Octomber 24 of 2007 MCG published new Bidding Documents for Samtskhe-Javakheti road rehabilitation works. Construction companies are requested to submit in 63-days term the bids which the bid evaluation panel will review in 30 days period of time and name the winners.

5. Which construction companies will take part in the project - national or international?

Construction companies are not selected according to their origin. They are selected on the basis of an international tender taking into consideration qualification and technical requirements.

6. Where (at which section) will the rehabilitation/construction of the road be commenced?

At the moment new tender for construction contracts is being prepared. As soon as the construction companies are selected on the basis of the tender, it will be decided which section will be rehabilitated first.

7. Who will become the owner and operator of the rehabilitated roads after rehabilitation/construction of the road?

Upon completion of construction works the Roads Department of the Ministry of Economic Development of Georgia will be in charge of the roads maintenance.

8. Does the mentioned project envisage reconstruction/construction of bridges, drainage system or any other necessary infrastructure?

The mentioned Project envisages repairing of 13 bridges and more than 200 culverts (water pipes) and also construction of a drainage system and other necessary infrastructure.

9. How will the safety rules be observed during the rehabilitation/construction works?

The Millennium Program will review all the questions and the safety rules will be observed in compliance with the Millennium Program principles. The roads will be rehabilitated or constructed according to the Western standards, requiring maximum observation of safety during designing.

10. According to which directives will be the environmental and social issues regulated?

The environmental and social issues will be regulated according to the following guiding principles:

• Environmental Guidelines of MCC for the year 2006;

• World Bank's instruction "Resettlement Action Plan" - OP-4.12;

• Effective legislation of Georgia.

11. Will the local work force be engaged in the road construction phase?

The works will be done by construction companies - winners of the tender - on the basis of corresponding construction contracts. According to the mentioned contracts the companies are responsible for the quality of the work. Employment of local workforce is the contractor companies' prerogative, thus, they, according to their own judgment, will be employing local population.

Generally, employment of local work force in direct road construction does not represent direct goals of the mentioned project and this factor is not reviewed as the criteria of the project benefit evaluation.

• Most likely the companies will prefer employment of cheap local work force for certain categories of the works if the latter meet the corresponding qualification requirements.

12. Does the project envisage compensations for land and crops for the people being under impact of the Project?

It is already defined that the Samtskhe-Javakheti Road rehabilitation requires disposal of a certain part of privately owned land plots. The Project will also have impact on some supplementary facilities and dwelling houses. In compliance with the Millennium Program principles fair compensations will be given to the households being under the Project impact.

Each stage of implementation of non-voluntary resettlement action plan there will be considered the World Bank's document on Operational Policy for Non-Voluntary Resettlement, the effective legislation of Georgia and the examples of the best international practice. According to the international instructions, in the frameworks of the Resettlement Action Plan, the resettlement shall be carried out according to the following principles:

• resettlement will not take place without mitigation measures;

• it is desirable to avoid or reduce to minimum the cases of resettlement in the framework of the project;

• resettled persons will be provided with public consultations;

• resettled persons will have the opportunity to participate in planning and implementation of the resettlement program.

The Government of Georgia, represented by the Ministry of Finance and the Ministry of Economic Development, shall be responsible for allocation of the sums for the households being under the Project impact.

In the framework of the Project, on the basis of a corresponding authorization, the Resettlement Plan shall be carried out by the Millennium Program of Georgia on behalf of the Ministry of Economic Development of Georgia.

* The term "resettlement", according to the World Bank's Operational Policy 4.12 on Involuntary Resettlement (O.P 4.12) means disposal of private lands exposed to the Project's impact and/or physical displacement of households.

13. What kind of measures will be taken in case of archeological discoveries during the rehabilitation/construction period?

If during the rehabilitation/construction works archeological discoveries are made the Millennium Program of Georgia will act in compliance with the special procedures and inform the corresponding bodies about the case.

14. What measures are envisaged in relation with noise, dust and emissions during the road rehabilitation/construction?

The mentioned issue and some preventive measures are envisaged in the document of Environmental Impact Assessment (EIA). From their side, the construction companies will develop environmental management plans and consider the mentioned issues.

15. Who will monitor the process of construction?

In the framework of the Millennium Program of Georgia the international Works Supervising Company with corresponding international experience be hired, which will control the quality of the construction works.

Фонд "Millennium Challenge - Georgia" 14 мая подписал соглашение с германо-турецкой строительной компанией "Papenbourg-Ostaz" - второй компанией, победившей в международном тендере на выполнение работ по реабилитации дорог региона Самцхе-Джавахети, сообщили корреспонденту ИА REGNUM в MCG. Документ подписан в селе Дилити Ниноцминдского района исполнительным директором MCG Гиоргием Абдушелишвили и уполномоченным представителем "Papenbourg-Ostaz" Клаусом Биле в присутствии министра финансов Грузии Николоза Гилаури, уполномоченного президента Грузии в Самцхе-Джавахети Гоги Хачидзе, других представителей местных властей.

Стоимость предусмотренных соглашением работ составляет $33,1 млн. В соответствии с документом, германо-турецкая компания осуществит реабилитационные работы на дорожных участках Сатхе-Ниноцминда-граница с Арменией (31,4 км) и Ахалкалаки-Сулда (20 км). Помимо "Papenbourg-Ostaz", реабилитацией дорог в рамках проекта будет заниматься также израильская компания "Ashtrom", контракт с которой на $65,5 млн. был подписан в марте 2008 года. "Ashtrom" осуществит реабилитационные работы на участках Пархциси-Гохнари Тетрицкаройского района (37,1 км), Гохнари - Нардевани Цалкского района (34,6 км) и Нардевани - Сатхе Ниноцминдского района (46,7 км). В MCG подчеркнули, что строительные работы в рамках проекта, целью которого является восстановление дорожно-транспортной сети регионов Самцхе-Джавахети и Квемо Картли., начнутся до конца весны этого года и завершатся к концу 2010 года. Общая стоимость проекта составляет $123,6 млн.

Контракт о выделении финансовой помощи Грузии в размере $295,3 млн. в рамках правительственной программы США Millenium Challenge Account был подписан между Millenium Challenge Corporation (МCС) и правительством Грузии в Вашингтоне 13 сентября 2005 года и вошел в силу в начале апреля 2006 года. В соответствии с соглашением финансовые средства направляются на реализацию двух масштабных проектов - проекта реабилитации региональной инфраструктуры ($211,7 млн.), включающего три основных направления - реабилитацию дорог в регионе Самцхе-Джавахети, реабилитацию энергосектора и развитие региональной инфраструктуры, а также проекта по развитию предпринимательства ($47,5 млн.). На управление и контроль выполнения проекта Millennium Challenge - Georgia предусмотрено $27,6 млн., на мониторинг и оценку - $8,4 млн. Банковское обслуживание проекта Millennium Challenge - Georgia осуществляет АО "Банк Грузии".

Hемцы и турки восстановят дороги в Джавахке

Фонд Millennium Challenge Georgia (MCG) в среду подписал контракт с германо-турецкой строительной компанией Pepenburg-Ostash, победившей по двум лотам в международном тендере на восстановление в регионе Самцхе-Джавахети (южная Грузия) дорог общей протяженностью 51,4 км.

Как сообщили "Интерфаксу" в MCG, согласно контракту Pepenburg-Ostash получит $33,1 млн на восстановление дорог Сатхе - Ниноцминда - граница с Арменией (31,4 км) и Алхакалаки - Сульда - граница с Турцией (20 км). "Строительные работы предусматривается начать нынешней весной и завершить в конце 2010 года", - отметил представитель фонда.

Как сообщалось, всего на конкурс, объявленный MCG в рамках проекта восстановления автодорог на юге Грузии, были выставлены шесть лотов. По трем из них выиграла израильская строительная компания Ashtrom International, соглашение с которой было подписано в марте этого года. Оно предусматривает выделение ей $65,5 млн на ремонт дорог Порцхиси-Гохнари (37,1 км), Гохнари-Надревани (34,6 км) и Надревани-Сатхе (47,8 км).

По словам представителя MCG, израильская компания уже приступила к работам, которые должны быть завершены к концу 2011 года.

"В настоящее время открытым остается лишь вопрос последнего лота, предусматривающего восстановление дороги Телети-Парцхиси, включая Кодорскую объездную дорогу протяженностью 27 км, поскольку пока не определен источник финансирования", - сказал он.

Между тем сумма, выделенная фондом MCG в рамках правительственной программы США на восстановление 235,5 км автодорог в регионе Самцхе-Джавахети, которая первоначально планировалась в размере $102,2 млн, уже выросла до $123,6 млн.

Как пояснил представитель фонда, дополнительные средства были изысканы за счет других проектов, осуществляемых в соответствии с этой программой, общий бюджет которой, включая ремонт дорог Самцхе-Джавахети, составляет $295,3 млн.

На дорогах региона Самцхе-Джвахк 19 мая начались ремонтные работы. На мероприятии в Цалке присутствоватл министр финансов Грузии Ника Гилаури, исполнительный директор «Фонда тысячелетия» Георгий Абдушелишвили, Чрезвычайный и Полномочный посол США в Грузии Джон Теффт, губернатор Квемо Картли Давид Киркитадзе.

Напомним, что в результате международного тендера были выявлены две компании, которые осуществят ремонтно-строительные работы дороги Самцхе-Джавахка – это «Аштром» (Израиль) и «Папенбург – Осташ» (Германия-Турция).

нехило,да еще с учетом дороги север-юг. одним словом Джавахк становится важным транспортным узлом с сразу в 2 направлениях-Ардаган-Тбилиси, Ереван-Батуми. Кстати,Джавахк джан,название озера Хозапин на нынешней грузино-турецкой границе не знаете откуда?

Практически уже в следу-щем году можно будет из Еревана поехать к Черному морю по гораздо более короткой дороге через Джавахк. Отрезок от границы до Богдановки очень интенсивно строиться.
