In responding to West, Iran stresses its naval abilities in Persian Gulf

TEHRAN -- Inspections of Iranian vessels by the United States and its allies in accordance with a new U.N. sanctions regime could worsen tensions in the Persian Gulf, Iranian leaders and commanders have warned in recent days.

"Anybody who insists on implementing [searches] will regret them very harshly," President Mahmoud Ahmadinejad said June 28, echoing avowals by other senior Iranian officials that inspections would not go unanswered.

The resolution adopted last month by the U.N. Security Council calls on states to allow inspections of ships on the high seas if there "are reasonable grounds" to believe they are carrying weapons or other banned materials, a request Iran would reject as a violation of its sovereignty, analysts said. A similar U.N. provision that was passed last year to encourage the boarding of North Korean vessels has not led to a single interdiction of banned cargo on the high seas. But it has led to the seizure of North Korean weapons at foreign ports, according to a U.N. monitoring panel.

The prospect of inspections has led several key Iranian officials to emphasize their country's growing clout in the Persian Gulf -- the likeliest theater for countermeasures, Iranian commanders say.

"The Guard's navy has the capacity to respond appropriately and adequately to actions against Iranian ships," Revolutionary Guard Corps Rear Adm. Ali Fadavi said June 26, according to the government newspaper Iran. "The Persian Gulf is the center and most sensitive point of the world. . . . At any time, we can exert as much pressure in this strait as we may wish to."

Iran has threatened for years to choke off the Hormuz Strait, the narrow passage at the entrance to the gulf through which a daily caravan of tankers transports nearly 30 percent of the world's oil and gas. Recently, though, current and retired military officers have been touting what they call an overhaul of military doctrine with respect to the Persian Gulf: preparing the naval arm of the Revolutionary Guard to carry out the kind of unconventional attacks known as asymmetrical warfare.

In 2007, command over the strategic body of water was given to the Guard, and the regular navy was banished to the open seas. At the same time, the country has invested heavily in an ever-growing fleet of small, high-speed vessels armed with missiles and torpedoes and capable of laying mines and even semi-submerging, according to a fall 2009 report by the U.S. Office of Naval Intelligence.

"They're doing things differently than 10 or 15 years ago," said a U.S. intelligence official who spoke on the condition of anonymity. He noted that, in addition to upgraded speedboats and more aggressive training exercises, Iran has "a cruise missile capability that certainly is a threat to any ship in the gulf."

"They have the ability to do some harm to us or any other ships," the official said. "Would they be able to totally disrupt us? Probably not. They have the ability to do damage. I wouldn't call it sustained. I wouldn't call it overwhelming."

Iranian commanders say they have been studying the only real sea battle between Iran and the United States in the Persian Gulf, which took place in April 1988.

"What we learned from that fight was that the American Navy could easily take on our regular navy when they attacked by surprise, but they couldn't get anywhere with the Guards on their fast boats," retired Guard Navy Adm. Hossein Alaei said in an interview.

"In classical warfare, normally the stronger side wins," said Alaei, who teaches strategic sciences at the Guard's Imam Hussein University in Tehran. "Our forces are now much better prepared for any conflict in the Persian Gulf. The U.S. Navy is highly vulnerable to our kind of warfare."

U.S. military officials said they have long taken seriously the threat of asymmetrical attacks by Iranian naval forces in the Persian Gulf. But they were dismissive of assertions that the Revolutionary Guard has developed new methods of attack that the U.S. Navy could not defend against.

"The U.S. does not share the same assessment and remains ready for every contingency," Cmdr. Amy Derrick-Frost, spokeswoman for the U.S. Fifth Fleet in Bahrain, said in an e-mail.

While Iran has been closely studying the 1988 naval conflict with the United States, the U.S. military has been examining the results of a 2005 war game it staged to simulate an attack by Iranian forces in the Persian Gulf. That war game, which alarmed commanders at the Pentagon, showed that it would be relatively easy for the Iranians to paralyze the Fifth Fleet by using a combination of high-speed gunboats and airborne suicide attacks.

Since then, according to analysts, the Navy has further developed the MK-182, essentially a giant shotgun shell packed with 9,000 tungsten pellets that can be aimed at Iranian speedboats or other small craft. It has also equipped its ships with what it calls "close-in weapons systems," guns that can target anti-ship cruise missiles or suicide pilots at short range.

In February, U.S. officials also said that the United States had expanded its missile defense systems in Kuwait, Qatar, the United Arab Emirates and Bahrain to counter what it sees as Iran's growing missile threat.

Daniel Byman, director of the security studies program at Georgetown University, said that Iran's asymmetrical capabilities on the water are "not a hollow threat" and could succeed in damaging or disabling U.S. vessels.

"But let's not overblow it, either," Byman said. "If the [u.S.] Navy is prepared and goes in right, the Iranian navy would be on the bottom of the gulf pretty quickly."

Евросоюз вводит запрет на полеты самолетов иранской авиакомпании

Лондон. 6 июля. ИНТЕРФАКС - Большей части самолетов иранской авиакомпании Iran Air будет запрещено летать в ЕС по причинам безопасности, сообщает во вторник британская телерадиокорпорация Би-би-си со ссылкой на заявление Еврокомиссии.

Запрет касается самолетов "Аэробус" A320, "Боингов" 727 и 747, составляющих две трети воздушного флота Iran Air.

В заявлении Еврокомиссии подчеркивается, что запрет вводится на основании требований безопасности и не связан с ситуацией вокруг иранской ядерной программы.

Накануне представитель управления гражданской авиацией Ирана заявил, что в аэропортах Великобритании, ФРГ и ОАЭ иранским летчикам было отказано в заправке самолетов.

Позднее Иран опроверг это заявление, сообщает Би-би-си.

US 'ready' for Iran talks

The US is willing to meet Iran over its suspect nuclear program if the Islamic republic's offer to return to talks in September was "serious".

Iran said yesterday that if conditions are met, it could come back to the table on September 1 with the so-called P5-plus-one - the veto-wielding UN powers of Britain, China, France, Russia and the United States, plus Germany.

"If Iran is serious about talking to the P5-plus-one, then I think we're willing to meet," State Department spokesman Mark Toner said.

Mr Toner declined to comment on conditions reportedly set out by Iran, including that the talks include discussion of Israel's presumed nuclear program.

"Obviously we'd have to evaluate the Iranian offer," he said. "But... it's a two-track approach, and that engagement track always remains open."

US President Barack Obama has pursued a "two-track" policy of offering talks to Iran to end three decades of hostility but also ramping up sanctions over its pursuit of its nuclear program.

Iran says that its nuclear program is solely for peaceful purposes, but the United States and European Union strongly suspect that the clerical regime is trying to develop a nuclear bomb.

Iran cuts oil prices as sanctions bite

As international sanctions mount, Iran is finding it increasingly hard to find buyers for its oil, forcing the hardline nation to offer discounts in order to shift as much as it can to a declining number of customers.

Though Iranian officials are increasingly voicing their concerns in public, many seem optimistic about finding ways around the trade blockade.

The latest set of sanctions approved by the United Nations Security Council on June 9 includes restrictions on banking and other financial transactions that could further Iran's nuclear ambitions.

The UN measures came eight days after United States President Barack Obama signed off on legislation imposing new unilateral sanctions, which will penalize companies and banks dealing with Iran and block sales of petrol and other petroleum products to the country. Iran lacks an adequate refining capacity despite being a major oil producer.

The sanctions effectively increase the risk of buying oil from Iran.

"It's unfair competition," Hossein Noghrekar Shirazi, the deputy oil minister responsible for trade and international links, said when he was interviewed by the Khabar newspaper following the approval of the latest UN sanctions.

The result of the growing number of restrictions on trade is that long-term customers like India, China and Japan are now looking elsewhere for oil suppliers, such as Saudi Arabia.

For a country in which over 85% of trade revenues are generated by oil, this tougher export environment is a big threat.

Iran has responded by offering customers bigger discounts on crude sales.

There are no precise figures, but the discounts are believed to be running at between US$3 and $7 per barrel. It also depends on the market - prices listed in the Oil Ministry's daily bulletin show that the remaining few European customers buying Iranian crude are paying at least $3 less than those in Asia.

According to Akbar Torkan, formerly a senior Oil Ministry official now at Iran's Center for Strategic Studies, "Our current concern is selling oil, not the price."

Tehran is actively looking for new customers. In mid-June, Iran's ambassador in Minsk said his country was prepared to sell oil to Belarus.

Hojatollah Ghanimifard, who is deputy-managing director of the National Iranian Oil Company and is responsible for investment and development, says marketing tactics have changed so that prospective buyers are offered one-off deliveries. If customers are satisfied, the Iranians will seek to conclude long-term contracts with them.

The difficulties do not stop with finding customers and retaining their loyalty. According to deputy minister Shirazi, the international banking restrictions mean that sales contracts are now concluded without opening letters of credit.

International insurers are also less prepared to provide cover for shipments from Iran, so these costs have gone up. Finally, the new Security Council sanctions will make it harder to ship oil and transfer the proceeds back to Iran.

Thus, at a time when Iran has to charge customers less, the costs of getting the oil to market are mounting. In the past, Iran sold its crude to credible oil companies, refineries or well-known businessmen. These days, middlemen are playing a much greater role.

"Sometimes even old customers prefer to use trade intermediaries to purchase Iranian oil," said an inside source in the Oil Ministry. "They lease oil tankers at random and ship the oil from Iranian ports covertly."

A member of the Iranian Association for Energy Economics, who did not want to be named, said, "It's quite clear. When reputable firms refuse to buy, sales will definitely go to less-credible customers. The government has also taken advice on using Iranian intermediary firms in its efforts to sell oil as fast as possible."

Shirazi recognizes that the economics of exporting under present conditions are less than advantageous but says Iran has few alternatives to the tactics it is forced to employ to sell its oil.

"If we look at it from the point of view of politics and security, it is the best and most logical approach we could have adopted," he said in the newspaper interview.

The lack of customers has dented crude oil production, which has already been hit by worn-out extraction equipment and falling oil well pressure.

Ahmad Ghalehbani, managing director of the national oil company, said recently that daily production stood at 3.9 million barrels per day. That figure is 100,000 barrels higher than permitted under its quota as an Organization of Petroluem Exporting Countries member.

However, insider sources in the Oil Ministry say daily production since the beginning of 2010 has averaged less than 3.6 million barrels a day. Subtracting 1.7 million barrels for domestic consumption, that leaves a mere 1.9 million barrels a day for export.

Even if we take the higher figure cited by Ghalehbani, the implication is that current production levels are some 300,000 barrels a day lower than last year, when daily export levels averaged 2.5 million barrels.

As Iran struggles to balance the books, one has to ask what would happen if even tougher sanctions made it still harder to export oil. Emad Hosseini, spokesman for the Iranian parliament's energy affairs committee, seems unconcerned at the prospect.

He believes there is still room to drop prices to levels where Iran can attract more customers and remain competitive on the international market. It is a formula he calls "Iranian oil diplomacy".

Ара де ай народ...давайте честно рассуждать.Когда говорим о милитаризме Израиля,то не хотим даже подумать,а что было бы с миром без этого милитаризма.Миллион Арабских государств.Но ни кто не осмеливается оспорить факт исторической не легитимности этих стран.Это что,у Арабов такой ареал обитания?.Такие же экспансионисты,как и евреи сейчас.Весь север африки взяли и так еще и арабизировать будут весь континент.Ни кто не говорит о том,что это геноцид африканских народов.?Бог знает как остановить это нашествие.Все народы должны отвечать за свое прошлое.И отвечают.Выводы все должны делать.Из за той нефти,которое у них,они еще долго будут страдать.Эти же палестинцы(хотя кто арабов дал это имя и какое на это они имеют право?))могли бы счастливо жить на арабских просторах.Мы второе Арм государство не имеем право создать,а у турков аж дюжина...весь советский тюркистан +бирмиллят.Арабских миллион.Немецких две...славянских до пи...ды.Правильно делает Израиль.И мы должны действовать в этом духе.Иначе нас сожрут.

Russia Plan to Help Iran Challenges Sanctions

MOSCOW — Russia’s energy minister announced a broad program of cooperation with Iran in the oil, natural gas and petrochemical industries on Wednesday that appeared to invite Russian companies to contravene sanctions the Obama administration adopted just two weeks ago.

The sanctions were meant to be an additional means of punishing Iran for refusing to unwind its secretive nuclear program after the United States was able to persuade Russia and China to agree to only limited new trade restrictions in a fourth United Nations Security Council resolution against Iran, passed in June. Australia, Canada and Europe also decided to put additional measures against Iran in place.

While clearly intended to discourage the type of investment the Russian minister discussed, the United States sanctions law provides a presidential waiver for companies in countries otherwise seen as cooperating in discouraging Iran from obtaining a nuclear weapon.

Iran, though a major exporter of crude oil, imports tens of thousands of gallons of gasoline daily to make up for its faltering refining capacity, limited by years of international isolation.

The American sanctions impose penalties on foreign entities that sell refined petroleum to Iran or assist Iran with its domestic refining capacity, a focus intended to exact a harsh financial toll on the Islamic Revolutionary Guards Corps, the hard-line group that oversees the country’s nuclear and missile programs and controls much of its oil industry.

Russia’s president, Dmitri A. Medvedev, voiced opposition to adding any sanctions beyond those imposed by the United Nations, and the Foreign Ministry warned the United States against trying to punish Russian companies under the new unilateral sanctions.

On Wednesday, Russia’s minister of fuel and energy took the most overt stance against the American sanctions so far, announcing the plans for closer cooperation between Russian and Iranian petroleum interests.

The minister, Sergei I. Shmatko, met in Moscow with his Iranian counterpart, Massoud Mir-Kazemi, and issued a joint statement praising “active cooperation between Russian and Iranian companies in the oil, gas and petrochemical sectors, which are developing and widening in their joint work.”

But it was unclear how immediately action would be taken. The Russian statement suggested that a working group be formed to identify areas of deeper cooperation in the oil and petrochemical industries, proposing a study for a Russian-Iranian joint venture oil company and a binational bank to finance such projects. The statement suggested Iran market its crude oil on Russian commodity exchanges.

The oil dealings between the countries would force the United States to make difficult choices only if Russian companies followed through on the broad plans with specific agreements, Cliff Kupchan, a research director at the Eurasia Group, said in a telephone interview.

And this seemed unlikely, at least at the moment, he said, given the recent warming in bilateral relations with the United States, Russian backing for the United Nations sanctions against Iran and the successful spy swap this month.

Sergei A. Karaganov, a dean of the faculty of international relations at the Higher School of Economics in Moscow, said Russia would resist sanctions that could harm the economic well-being of a wide portion of Iran’s population and add to political turmoil.

The gasoline embargo imposed by the United States could do both, Mr. Karaganov said.

Бывший посол Вашингтона в ООН Джон Болтон считает, что у Израиля остается лишь восемь дней для нанесения военного удара по иранскому ядерному реактору в Бушере, который, согласно утверждениями российской стороны, вступает в строй 21 августа. Такое заявление, сообщает NEWSru Israel, Болтон сделал накануне в телеинтервью, которое дал Fox Business Network. Выступая там, Болтон пояснил: после указанной даты бомбардировка этого объекта невозможна, поскольку взрыв действующего ядерного реактора приведет к росту радиации и гибели мирного населения, что, по мнению Болтона, совершенно исключено.

Если же удар не будет нанесен за оставшуюся неделю, то это, по словам экс-посла, означает, что Иран получает то, чего нет больше ни у одного врага Израиля и США на Ближнем Востоке – действующий ядерный реактор.

Впрочем, Болтон не верит, что Израиль способен на эту акцию, и полагает, что последняя возможность остановить Тегеран будет упущена.

Он также подверг резкой критике деятельность России на Ближнем Востоке, заявив, что русские, как это часто бывало и до сих пор, играют деструктивную роль, действуя против обоих участников конфликта. "Желание вставлять Америке палки в колеса является доминирующим в российской политике", – резюмирует экс-посол.

На вопрос, возможен ли на деле удар, Болтон ответил: "Я не думаю. Боюсь, эта возможность потеряна".

В завершение интервью Джон Болтон заявил, что сегодня Иран "почти достиг того, чего так и не смогли достичь Саддам Хусейн в Ираке и Башар Асад в Сирии, и находится на полпути к созданию ядерного оружия".

Во вторник представитель МИД Ирана Рамин Мехманпараст предупредил, что, согласно международному законодательству, нанесение удара по электростанции считается международным преступлением, сообщает иранский информационный канал PressTV. Он подчеркнул, что последствия такого удара не будут ограничены территорией той страны, по которой его нанесут.

Напомним, что строительство АЭС в Бушере было начато в 1974 году немецким концерном Kraftwerk Union A.G. (Siemens/KWU). В 1980 году концерн разорвал контракт с иранским заказчиком из-за решения германского правительства присоединиться к американскому эмбарго на поставки оборудования в Иран. В январе 1995 года компания "Зарубежатомэнергострой" и Организация по атомной энергии Ирана подписали контракт на завершение строительства первого блока станции. Россия также обязалась поставить один реактор типа ВВЭР-1000, ядерное топливо для него и подготовить иранских специалистов. В феврале 1998 года Россия и Иран договорились, что РФ не просто поможет в сооружении АЭС, а полностью завершит строительство атомной электростанции.

На прошлой неделе Россия и Иран договорились о дате запуска Бушерской атомной электростанции: АЭС начнет работу 21 августа 2010 года. Ранее иранское телевидение со ссылкой на руководителя проекта с иранской стороны Махмуда Джавари сообщило, что приготовления к запуску реактора окончены.

Напомним, официальная позиция Госдепартамента США состоит в том, что запуск АЭС в Бушере не означает усиления опасности распространения Ираном ядерного оружия.

Тем не менее, официальный представитель Госдепартамента США Марк Тонер подчеркнул, что вопросы относительно направленности ядерной программы Ирана по-прежнему остаются. "Поддержка Россией Бушера лишний раз обозначает, что Ирану не нужны собственные мощности по обогащению, если его намерения являются исключительно мирными", - считают в Госдепартаменте. Тонер отметил, что российско-иранская договоренность по Бушерской АЭС созвучна усилиям Запада, направленным на обеспечение Тегерана ядерным топливом в обмен на свертывание им программы по обогащению урана

Iran's military chief of staff says Tehran could strike Israel's nuclear facility if the Jewish state were to attack Iran's nuclear sites.

The semiofficial Mehr news agency quoted Gen. Hasan Firouzabadi as saying Iran hopes there won't "be a need to target the nuclear facility of the Zionist regime," but if there is Israel would receive "dreadful retribution."

Israel's main nuclear reactor is located near Dimona in the Negev desert.

Firouzabadi was speaking Friday on Quds Day, an annual state-backed anti-Israel rally in Iran. Iranian officials often use the occasion to make threatening remarks against Israel.

Israel has not ruled out a military strike against Iran's nuclear sites.

Tehran says its nuclear program is for peaceful purposes. Israel and the West fear Iran aims to develop nuclear weapons.

Ракеты для этого у Ирана есть. На самом деле если бы Израиль мог уничтожить программу обогащения урана в Иране, он бы это сделал. Но он не может. Это вам не Ирак и не Сирия, чтобы одним ударом уничтожить прогамму. Иранцы рассердоточили объекты, часть из них под землей. Помимо Натанза и Кома, наверняка есть еще объекты. Есть ли у США и Израиля уверенность что они знают расположение всех объектов программы обогащения урана в Иране? Думаю нет. Соотвественно понимают, что после удара последует возмездие со стороны Ирана и при этом им удастя разве, что отсрочить получение Ираном достаточного кол-ва ВОУ для создания нескольких ядерных боезарядов.

В субботу, 4 сентября, председатель Палестинской национальной администрации Махмуд Аббас, находившийся с официальным визитом в Ливии, и его приближенные обрушились с резкой критикой на президента Исламской республики Иран Махмуда Ахмади Нежада, сообщает NEWSru Israel.

В ответ на заявления иранского президента о нелегитимности правления Аббаса и его обвинения в предательстве интересов палестинского народа, представитель главы ПНА Набиль Абу Рудейна сказал, что у Ахмади Нежада нет никакого права критиковать палестинскую администрацию за решение возобновить переговоры с Израилем.

Более того, Абу Рудейна заявил, то Ахмади Нежад не имеет никакого права говорить от имени иранского народа. Палестинский политик обвинил иранского президента в мошенничестве, выразившемся в подделке результатов президентских выборов, проходивших в июне 2009 года.

"Ахмади Нежад сфальсифицировал результаты выборов и пришел к власти мошенническим путем, а потому не имеет никакого права говорить о Палестине, ее председателе или ее представителях", - подчеркнул Абу Рудейна.

Беспрецедентное заявление ПНА в адрес президента Ирана было вызвано словами Ахмади Нежада, прозвучавшими 3 сентября, в последнюю пятницу Рамадана, когда иранцы отмечали в 31-й раз так называемый "День Эль-Кудса". Иранский президент заявил с трибуны в Тегеране: "Мы спрашиваем палестинцев: кто от вашего имени ведет переговоры? Кого представляет Аббас? Кто выдал ему мандат вести переговоры от имени палестинцев? Какое у них есть право говорить о Палестине? Какое у них право отдавать часть Палестины врагу?".

Ахмади Нежад также заявил, что палестино-израильские переговоры обречены на провал, а судьбу палестинского народа решит вооруженное сопротивление.

В ответном заявлении Абу Рудейны было подчеркнуто, что "президент Аббас" был избран на свободных выборах, в присутствии более 1.000 международных наблюдателей.

Напомним, что формальный срок председательства Аббаса истек еще в прошлом году, и "Хамас" настаивает на нелегитимности его правления. В настоящее время проведение новых "президентских" выборов в Палестинской автономии невозможно из-за того, что на Западном берегу и в секторе Газы правят враждующие политические фракции – "Фатх" и "Хамас".

США и Иран собираются установить неофициальные дипотношения

США и Иран начали тайные переговоры, направленные на установление неофициальных дипломатических отношений, пишет газета Haaretz со ссылкой на неназванный американский источник. Переговоры, в которых участвуют высокопоставленные представители обоих государств, проходят в штаб-квартире ООН в Нью-Йорке. Инициатива установления контактов исходит от США. Также известно, что в ходе переговоров Иран в очередной раз потребовал от США "вознаградить" Тегеран за освобождение американской туристки Сары Шурд, которая провела в иранской тюрьме около года по обвинению в шпионаже.

В минувшую пятницу Ахмадинеджад выступил с заявлением о том, что США могли бы освободить несколько иранских заключенных в качестве благодарности за выход Шурд на свободу. В последних заявлениях на тему отношений с Ираном президент США Барак Обама говорил о необходимости разрешить сложившуюся ситуацию дипломатическими методами. В частности, Вашингтон нацелен на мирное решение вопроса о ядерной программе Ирана.

Дипломатические отношения между США и Ираном были разорваны в 1979 году, когда после Исламской революции группа иранских студентов захватила в заложники 66 граждан США, находившихся в посольстве в Тегеране, и удерживала большинство из них на протяжении 444 дней. С тех пор официальные контакты между государствами происходят посредством представительства Швейцарии, сообщает Lenta.ru.

    • В Риме изберут Патриарха Армянской Католической церкви
      В сентябре в Риме пройдет епископальное собрание, в рамках которого планируется избрание Патриарха Армянской Католической церкви.
       
      Об этом сообщает VaticanNews.
       
      Ранее, 22 июня, попытка избрать патриарха провалилась, поскольку ни один из кандидатов не смог набрать две трети голосов, а это одно из требований, избирательного синодального устава восточных церквей.

       
      Отмечается, что новый патриарх заменит Григора Петроса, который скончался в мае 2021 года. С этой целью в Рим приглашены епископы Армянской Католической церкви, служащие в епархиях различных городов мира.
       
      Епископы соберутся в Лионской духовной семинарии в Риме. Выборы начнутся под руководством кардинала Леонардо Сантри 22 сентября.
